The responsible officer dealing with a child should always assess the best interest of the child. In assessing the best interest of the child, due account has to be taken of certain factors: family reunification possibilities; the child's wellbeing and social development, taking into consideration the child's background; safety and security considerations; and the views of the child in accordance with his/her age and maturity (Article 23(2) RCD recast, Recital 33 APD recast).
