A child who has been a victim of any form of abuse, neglect, exploitation, torture or cruel, inhuman and degrading treatment, or who has suffered from armed conflict, should be ensured access to rehabilitation services, appropriate mental health care and counselling (Article 23(4) RCD recast). Based on the in-depth assessment of the child's needs, the responsible officer should, if needed, refer the child to the relevant rehabilitation services.
